Work Facility Release Paths
The Hinds County Joint County and State Work Facility appears in the Sheriff's directory as a county/state work location. That label is more than a name. It warns that the person may have a Hinds jail record, an MDOC offender record, or both. A person can discharge to the community, move into MDOC community supervision, transfer within the state correctional system, or pass to another custodian. The location field may change while the state sentence continues.
Parole and earned-release supervision, often shortened to ERS, permit an eligible person to live outside prison under conditions. Under Mississippi law, a person on ERS remains under MDOC jurisdiction and keeps inmate status for that program. Maximum discharge is different. It marks the end of the sentence layer described in MDOC records. A physical departure from the work facility therefore does not by itself show whether MDOC supervision or custody has ended.

Confirm Work Facility Discharge
Begin with identity and custody type. The Hinds current-only inmate query can show current county custody, but a person who leaves its current population will not remain visible as a released entry. The MDOC inmate search accepts first name, last name, or MDOC ID. A result can show location, unit, entry date, sentences, county of conviction, and a Tentative Release Date. Research did not verify that public search as a discharged-person archive, so a no-match cannot prove release.
Use both tracks until the records show which agency controlled the release. The Hinds County release search gives the larger county-to-state sequence.
- Search the Hinds current query for present county custody and save the displayed location and search time.
- Search MDOC by full name and then by MDOC ID when known. Compare identity, county of conviction, location, unit, and each sentence.
- Call the work facility and ask which agency owns the relevant custody record and whether a transfer occurred.
- Request the Hinds jail-docket or booking discharge fields from Sheriff Records when the stay is county-indexed.
- Request MDOC time, release, supervision, or discharge records when the person has a state number or state sentence.
- Read the court record and check any named receiving agency before describing community release.
The MDOC Tentative Release Date is a forecast, not proof that departure happened. It can reflect earned time and credit for time served. Parole and ERS eligibility dates are also not guaranteed release dates. An actual event should be confirmed through MDOC Records, the Hinds transaction, a parolee match, VINELink, or a discharge certificate, as applicable.

A county request should name this facility rather than referring only to “the Hinds jail.” Ask for the booked name, PIN, date range, court cause number, actual discharge date and time, release type, release authority, and destination. If the person has an MDOC number, send a separate MDOC request for the time sheet, jail-credit calculation, tentative and maximum dates, actual release or discharge type, discharge certificate, and receiving supervision office where applicable.

Hinds and MDOC Release Records
The two record systems answer different questions. The Hinds jail docket can show how a locally recorded custody stay ended, including a release warrant or receipt connected with state placement. The MDOC record can show the state sentence, location, time computation, tentative release forecast, parole status, and eventual discharge. Neither record should be stretched beyond its scope. A Hinds discharge into MDOC is not freedom, and an MDOC location at a county work facility is not proof that state custody ended.
The MDOC public search uses First Name, Last Name, and MDOC ID Number. It does not offer a county, city, release-status, or date filter. Read the result itself for Hinds as the county of conviction, current location, and unit. Then examine each sentence separately. Concurrent or consecutive terms, jail credit, offense dates, judicial conditions, and later events may affect computation. Preserve the exact “Tentative Release Date” label and the date searched.

Work Facility Holds and Release
A court order or tentative date may not control the final destination when another warrant or hold exists. A detainer is an outside request for continued custody or transfer. Hinds' local bond framework warns that another Hinds matter or an official hold from another jurisdiction can block community exit. The work facility record should therefore identify both release authority and actual receiving custodian.
Hinds-area records document an ICE detainer being forwarded from Jackson with booking material for Hinds action. That example shows a possible chain, but it does not establish a current Hinds ICE contract or 287(g) agreement. None was verified. If a work facility record names ICE, use the exact receiving record. Release from Hinds or MDOC to ICE remains a custody handoff. The same logic applies to another county or federal authority.

Work Facility Release Context
Hinds County is not a one-building detention system. The Sheriff separately lists Raymond Detention Center, Jackson Detention Center, and this Joint County and State Work Facility. Jackson also has a short city holding workflow, and a juvenile center operates under different rules. Facility movement has added more complexity. About 200 Raymond detainees went to Tallahatchie County Correctional Facility in 2023, and 2026 reporting described a new Hinds detention center under construction while many detainees remained housed away from the county.
Those dated facts do not show where a particular work facility resident is now. They explain why the sending and receiving fields matter. A person can disappear from one Hinds location through contract placement or internal movement without release. Use the exact work facility name in a records request, ask whether the record is county or MDOC controlled, and verify the next location on the date of inquiry.
Work Facility Discharge Proof
A complete discharge chain begins with the facility and identity numbers. It then adds the Hinds docket or MDOC state record, the legal authority, actual transaction time, release type, and destination. For parole or ERS, the record should also name the supervision layer. For maximum discharge, request the discharge document rather than relying on a tentative date or a missing public result.
Mississippi's public-record framework permits access unless an exemption applies, but it does not make every personal field open without review. The Hinds request form warns that search, review, and copying charges may apply, yet it publishes no fixed amount. Ask for electronic delivery and an estimate. If material is withheld, ask for the legal basis and any segregable public portion. A precise dual-agency request is more useful than asking either office to explain the entire history from memory.
